Plan International has been implementing grants from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria since the fourth cycle, as Principal Recipient (PR), Sub-Recipient (SR) and Sub-Sub-Recipient (SSR) across many countries including Benin, Burkina Faso, Cameroon, Central African Republic, Guinea, Guinea-Bissau, India, Haiti, Honduras, Liberia, Mali, Malawi, Niger, El Salvador, Senegal, Thailand, Togo and Zimbabwe.


 


 


Job summary


The Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria has approved the Republic of Mali's request for funding for the continuation of the HIV/TB grant and Health System Strengthening (HSS) in Mali for the period January 2024 to December 2026. Plan International Mali has been approved by the CCM of Mali in collaboration with the Global Fund, Co-Manager (CoPR) of the HIV/TB grant with the Cellule Sectorielle de lutte contre le VIH/SIDA, la Tuberculose et les Hépatites (CSLS-TBH) and is recruiting the Deputy Chief of Party- Programs.


The Deputy Chief of Party supports the Chief of Party in the overall coordination and management of all programmatic and financial aspects of the grant in accordance with approved documents, as well as the policies and procedures of Plan International and the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria. These documents include the approved grant contract signed by the various parties, the monitoring and evaluation plan, the performance framework, the procurement and supply management plan, the detailed budget and the work plan. He/she is responsible, in collaboration with his/her team and under the guidance of the Chief of Party, for drafting detailed work plans for the grant and for project staff. In perfect harmony with the Chief of Party, the Deputy Chief of Party collaborates closely with the Cellule Sectorielle de lutte contre le VIH/SIDA, la Tuberculose et le Paludisme as well as with the Direction Générale de la Santé (DGS) of the Ministère de la Santé et du Développement Social (MSDS) and the Directions Régionales de la Santé for a concerted and collaborative management of the grant.


In addition, he/she provides prompt technical support in reviewing/validating ToRs, specific technical assistance on TB and other programmatic requests from CSLS-TBH and DRS.


Likewise, he/she collaborates with the Country Coordinating Mechanism (CCM), the Global Fund Secretariat through its Portfolio Manager (FPM), the Local Fund Agent (LFA), the Plan International Regional Office (WACAH) and Plan International Canada as a strategic technical partner in the implementation of the grant.


Reporting to the Chief of Party (COP), he/she supports in the coordination and open communication with the CoPR, the DGS and the Directions Régionales de la Santé (DRS), as well as with the other PRs of the HIV/TB/RSS grant, i.e. the Unité de Mise en œuvre du Renforcement du Système de Santé (UMRSS), ARCAD Santé Plus and all the other key stakeholders involved in implementing the program. 


Reporting to the Chief of Party (COP), he/she also supports in the coordination with the various HIV stakeholders. These stakeholders essentially include the three PRs of the grant, the CCM as well as civil society organizations, groups or associations of people living with HIV, key populations vulnerable to the 3 diseases, communities, bilateral and multilateral agencies, the Global Fund through its Portfolio Manager, the LFA, the Haut Conseil National de Lutte contre le SIDA (HCNLS), the Direction Générale de la Santé of the Ministère de la Santé et du Développement Social, and all other partners involved in the fight against HIV/AIDS and Tuberculosis in Mali.


 


Responsibilities


Global Fund Program staff and partners receive adequate support to ensure quality program implementation and the establishment and implementation of optimal standards of accountability, effectiveness and efficiency in the fulfillment of Program terms and conditions. This includes supporting the Chief of Party in the following:

 


The annual budget for the Global Fund grant is well prepared and its implementation is continuously monitored;

The objectives have been achieved and the quality of implementation is satisfactory in order to maximize impact.

Implementation plans are drawn up and executed in an appropriate and timely manner;

Compliance with contractual obligations is maintained throughout the duration of the grant;

The necessary technical capacities are permanently available to implement plans, review/validate ToRs and other programmatic requests from the CSLS-TBH and DRS.

The grant is implemented with the required quality and is based on the best technical approaches with the most competitive costs; it meets the standards recognized nationally and globally as being in line with Plan International and Global Fund policies and procedures;

The review of disbursement requests to the Co-PR CSLS-TBH and the regions is carried out on time in accordance with the work plans.

Regular reports on the progress of the grant are sent to the Country Office Leadership Team (CLT), the CCM and the Global Fund during the grant implementation period;

Coordination meetings between CSLS-TBH and Plan International Mali, on the one hand, and all 4 PRs involved in the grant, on the other, are organized, with minutes of the meetings signed by the heads of the structures.

Appropriate recommendations for management decisions concerning the grant are made;

Partners' capacities are strengthened and their performance is continuously monitored;

Close collaboration with CSLS-TBH, DGS, ARCAD Santé Plus, UMRSS, DRS and LFA is strengthened, and recommendations are adopted by consensus.

A solid and respectful working relationship is nurtured and maintained with all stakeholders;

Coordination of working relations with the various departments of the Plan International Mali Country Office is well established and observed.

Regular participation in Co-PR activities and any other activity deemed relevant by the CoP.

 


The Global Fund grant has an effective monitoring and evaluation system that generates information to enable learning and adjustments for greater impact. This includes supporting the Chief of Party in the following:

 


Achievement of all contractual results targeted on the basis of the contractual agreement between Plan International Mali, CSLS-TBH, CCM and the Global Fund;

Close collaboration with CSLS-TBH, DGS, DRS, UMRSS, ARCAD Santé Plus, CCM, Haut Conseil de Lutte contre le SIDA and partners involved in the fight against HIV/AIDS in Mali to ensure that deliverables are met in a timely manner, including additional deliverables that ensure gender equality and respect for human rights;

The CoPR and partner capacity-building plan is regularly updated;

Effective coordination and communication with the various stakeholders involved in project implementation is ensured;

Disbursement plans are reviewed on time in accordance with work plans

Progress reports (progress update and disbursement request (PU; PUDR), EFR, annual report) to the Global Fund, taking into account comments from field offices and Plan International Canada, are sent to the CCM, Global Fund and LFA;

The establishment and implementation of optimal standards of accountability, effectiveness and efficiency in achieving the contractual indicators expected over the period in accordance with the approved performance framework;

The presence of Plan International Mali in Co-PR and other relevant activities is ensured.

The Global Fund program team functions as a high-performing team respected by the country program and provides tangible value to the Country Office. This includes supporting the Chief of Party in the following:

 


Individual and team performance is professionally managed in accordance with Plan International Mali's standards, policies and procedures, including the implementation of technical quality in terms of respect for human rights and gender sensitivity;

The Global Fund grant implementation team is efficient, highly motivated and supported by clear objectives, implementation strategies and key performance indicators (KPIs);

Have a Master's degree or equivalent in one of the following fields: Epidemiology, Public Health, Statistics, Bio statistics, planning, project management or be a medical doctor with at least a Master's degree in Public Health;

At least five (05) years' experience in managing or administering complex health projects in complex contexts.

Expertise in the epidemiological review of national TB control programs and ability to provide expert technical assistance in epidemiological reviews, data analysis and utilization.

Be able to support the development of national strategic plans for TB and TB/HIV.

Be able to develop M&E plans for TB and TB/HIV programs and be familiar with the TB module of the DHIS2 platform.

Provide technical support to CSLS-TBH and ARCAD Santé Plus in implementing innovative approaches to active case-finding, TB prevention and treatment.

Proven practical experience in health data management and best practice in Global Fund grants in several countries.

Ability to build relationships with high-level government contacts and other partners.

Extensive experience in the administration and management of health programs/projects in general, and of HIV/AIDS and tuberculosis programs financed by international partners such as the Global Fund to Fight AIDS, Tuberculosis and Malaria in particular;

In-depth knowledge of issues relating to the transmission, prevention and treatment of HIV and tuberculosis, strategies for reaching key populations and influencing policy in these areas.

Extensive experience in the administration and management of institutional support projects for decentralized government structures in the context of the regionalization of grant implementation.

Have a good knowledge of the issues, trends, challenges, opportunities and implications of institutional support and decentralization of Health Services,

Work in tandem with CSLS-TBH in setting and achieving objectives;

Physical Environment


 


The position will be based at the Plan International Mali office in Bamako.

The incumbent will work in a regular office environment. He/she will travel frequently throughout the country, particularly to communities and areas where project activities are based. This position also requires travel outside the country for regional and global meetings.
